KA1 – Information Support
Implementing an established structure analysis R&D&I IS (R&D&I Information System) in the Czech Republic (RIR – the Information Register on Results), which will be focusing mainly on comprehensiveness, reliability, user-friendliness and the possibility of additional software processing of necessary information for the area of field-specific methodology. Field-specific evaluation methodologies (FEM) cannot be created without a detailed bibliometrical analysis of individual scientific fields in the Czech Republic, according to definitions of world scientific information databases (i.e. according to historical developments of the TR’s WoS database or co-quotation analysis generated by the Elsevier’s SpotLight tool database).
KA2 – Evaluation System
KA 2 solution is based on combination of IPN Audit R&D&I and Long Term Evaluation and Financing Principles approved by the R&D&I Committee.
KA 3 – Financing System
The new proposal will be based on conclusions of the IPN Audit R&D&I and Long-term Evaluation and Financing Principles.The basic two components of the financing of R&D will be formula funding and performance based contract.
KA 4 – Large Pilot Verification
The objective of KA 4 is to carry out a large pilot verification of the proposed evaluation system at all research institutions financed from the Ministry of Education, Youth and Sports' budget. The survey will include all public universities and their quality in the R&D&I area will be evaluated according to criteria developed within KA 2 (Field-specific Evaluation Methodology, other indicators etc.). We also plan to carry out a simplified peer review evaluation using services of foreign evaluators from the European Committee, who will not evaluate public universities on location, but rather only using delivered materials. They will comment on the method of evaluation and their comments will be used for optimizing the whole process of evaluation within KA 2. The level of difficulty of the whole process and assessment of the evaluation criteria in terms of possible unintentional consequences will be a part of the pilot verification.
KA 5 – Timetable for the transitional period and data for legislative changes
The matter of how to proceed in the transitional period of 2013-2014 must be resolved. The implementation of new systems developed in the course of the project must be gradual and without discontinuities or major leaps causing instability of the system. A timetable of individual steps and legislative changes will be proposed according to the results of KA 1 – 4, so the optimal variant could be fully implemented by 2015. Public discussion with project partakers regarding proposed changes, and consultations and comments settlement will also take place.
KA 6 – Ensuring Institutional Evaluation
A feasibility study of a nationwide independent evaluating institution establishment will be created. This institution should carry out regular evaluation of research institutions, providers and programs, and deliver qualified information for political decisions on an international standard comparable level. The institution's purpose and mission will be identified and its organizational structure, personnel, legal status, authority and accountability will be devised.
KA 7 – Coordination of reformatory proposals and creation of consensual conditions for their acceptance
The project has two main objectives: to propose field evaluation methodology for research institutions and related evaluation of results, and to design a new way of institutional financing of research institutions. The results will be reflected in adjustments of strategic and legislative documents currently in effect, and will affect executive and administrative bodies as well as every worker in the sector. Therefore we may expect a certain level of unfulfilled expectations, whether it is from the personnel and institutions affected by the new set of rules, or from the political representation who may try to defend the status quo.
